Pengurusan Pasir Perak (3P) is a wholly-owned subsidiary of Amanjaya Holdings and Ventures (AHV) under the leadership of Menteri Besar Incorporated (MB Inc.). 3P was established on 2nd September 2014 for the sole purpose of enhancing the standards, governance and control of sand management practices in the State of Perak.
3P’s initiatives have successfully increased revenue for the State in the form of royalty payments and reduced leakages from enhanced monitoring to combat illegal and unregulated sand extraction activities. Royalty contributions to the Perak State Government have reached more than RM100 million up to as at May 2022.
In 2015, 3P and Perak Land and Mines Department (PTG) collaborated to introduced “Sistem Pengurusan Sumber Mineral” or Mineral Resources Management System (SPSM) with a command centre in Ipoh to monitor sand mining operations state-wide proves effective in curbing trespass and sand theft.
Royalty collections saw a rise of 40% vis-à-vis the previous year reflecting the effectiveness of the system. It is a comprehensive solution to sand management from the close tracking of vendors and transporters via ID permits and weighbridges placed at sand mining sites with the surveillance of close circuit television cameras (CCTV). The system has attracted interest from other states in Malaysia trying to emulate its success.
Meanwhile, in 2016 “Sistem Pengurusan Sumber Mineral” has been transformed into a better system which is known as E-Doket aimed at enhancing the database system, surveillance and vigilance operations and enforcement.
